brake lights 1990 740 wagon 700 1990

Inspection is due this month and brake lights don't work.
Sometimes the bulb out sensor lights up, sometimes its not lit until I press the brakes.
Sometimes the 3rd light works, now it don't.
I'm unsure if I even have the correct bulbs installed.

Someone told me to check the bulb out sensor, I did, its still there duh, what am I supposed to do to check it ?
