brake lights not working on a 62 122s

My brake lights will not come on. The signals work. I tried to test the circuits in the trunk, but although the other lights work, there is not enough of a ground to get the tester to function. The sender is on a junction box on the firewall, with the pedal depressed, one spade lights up the tester, but the other does not.
