Overheating #6 Fuse '91 240

I have a ’91 Volvo 240 where the #6 fuse (secondary fuel pump) keeps over-heating. I have read this could be because the pre-pump is not working. However, the fuse is not ‘popping’ instead the left side is burning out to the point where the plastic is also burning, ie it is not burning out straight through just one side of the fuse seems to be overheating. Could this also be the pre-pump? I appreciate any help anyone can offer!
