TZ-28H problems 200 1990

Hi Sages.

I think I have a problem with my carbed B230K '90 240.
It does not have any EZK computer, just plain Hall sensor + ignition module (TZ-28H).

The problem:
The engine is aligned OK (checked it multiple times).
When I align the distributor according to manuals (the notch in the middle of the rotor, the #1 cylinder point directly over it) the ignition is so out of time, it does not run. When I rotate it counter-clockwise, maxing out the adjustment, it kinda runs. To time it properly (12 degrees BTDC, using timing light), the distributor has to be put in "incorectly", with the rotor pointing somewhat between points.

Engine runs ok, has power, but shakes quite severly on idle (no stalling though).
The rotor (rev-limiting type), cap and leads are new, the plugs have about 2000 miles on them.

Is it the hall sensor, the ignition module, or something else is messing my timing? How to diagnose?
