Headlights ony work on parking light position 200 1990

The headlights on my 1990 240DL wagon only work when the switch is in the parking light position. When I turn it to the headlight postion, the lights go out. I have looked up the headlight relay on the Dave Barton website and it says that the relay is a single pole single throw relay. I don't understand how that could cause the problem. Isn't a SPST relay simply an on/off switch?
Sign me confused in Portland.
