Fuse 12 Blues: Keeps blowing out 200 1993

The 240 fuse #12 keeps frying. I have isolated it to the A/C compressor being turned on.

As soon as the A/C compressor snowflake switch is turned on you can see the fuse heat up and pop. I suppose it could be a ground/bad wire issue or clutch issue.

Could I get some help with the diagnosis so I can repair it. I replaced the compressor about 2 years ago, but I guess the clutch could be going bad.
