Rusted fuel pump bracket 200 1990

Hi there,
I need to get fuel carriage down to get to bad electrical connections to fuel pump (almost 100% sure that's why car isn't running, can see disconnected wires). The carriage bolts are extremely rusted - any advice on getting it off? It is in a parking lot, so impact tool is out (don't have impact anyways). Heat seems to be out of the question considering fuel lines etc. Any tricks? Damn salt & rust in NE Ohio!
NOTE: I've tried blasting with aero-kroil, but it seems like those bolts go into the body correct? Also If I can get one down I'm pretty sure I can let the carriage hang by the other two bolts and fix the wire???
