'92 horn contacts on steering wheel 200 1992

I have a pair of stock hi/lo round Volvo horns on my '92 sedan. If I depress the horn pad in the center, upper left/right and lower left the horns sound wimpy. But if I depress in the lower right, the horns sound nice and loud. Does this sound like a horn pad contact issue? Any suggestion on repairing it?
