Cruise control diag 900 1995

I recently purchased a 1995 940 to get me back and forth to nursing school. Since the drive is 65 minutes each way, I'd really like to have a working cruise control. I get no response at all from the cruise. I pulled codes and am getting 1-2-2 (no speed reference). I also ran some additional checks and I'm getting a code from the fuel system of 1-3-1 or 1-1-3 (I can't remember but the sheet I was referencing indicated that this was an error from the cruise control module.)

To clear up a few points, my speedometer works. I made sure to test drive over 22 m.p.h. and did not turn the key off before checking the codes. The other pinpoint tests on the cruise system passed....the computer can recognize the set button, on button, resume and so on. Since the error is a 1-1-2 I am assuming at this point that my module is inoperable. So to my questions.....

#1. Any other diag that I need to perform to rule out other issues why the module is not receiving a speed signal?
#2. When I look up the cruise control module I find two parts listed....9130081 (which is currently installed in the car) and 9130207. There is a HUGE price differnce. The 9130081 is around 400 new where as the 9130207 is available for 25.00 or so on Ebay or 125 new. Are these parts interchangeable (I doubt it, but I can hope) or is the 9130207 an updated part number, hopefully?
#3. My next step is going to be to replace the module, but I can't afford 400 bucks and I'd be even more upset to replace the part and then find out that I hadn't diagnosed the problem correctly and performed the wrong repair.

Any advice or input would be greatly appreciated.
