Head gasket replace then oil water mixed???? wtf? 200

I replaced the head gasket, started the car it ran well for 5 min the stumbled and
stopped. I look into where new oil is deposited in the cam area and it was milky.
Water oil mix...damn! Should i have had the bottom of the head resurfaced before installing?
