75 164 blowing smoke/oil 140-160

Ok, it is not easy trying to act like I wasn't snookered, but just had used engine installed and it blows plenty of smoke. Not street legal. Sprayed gobs of PB Blaster into each spark plug hole to try and loosen any stuck oil ring. Let sit for a day and the end result is still low power and zero reduction in smoke especially when revved. All plugs were heavily coated. Any ideas other than engine is pure junk. Have not run e gine much. Any chance letting it run longer may help loosen any stuck oil rings. I am about ready to sell everything.
