Baffled at starting issues with 1982 LH 2.0 ... gremlins? 200

I bought a 1982 245 with the LH system three months ago; I think it's the 2.0, but it might even be the 1.0. The engine harness was completely fried, so I never actually got to drive or start the car...anyway, long story short, I put a brand new harness in the car, but can't get it started. Because I didn't own the car when it was running, I don't know if it's something I did, or if the car has an unrelated issue. I know it could probably be a million different things, but I just want to make sure I'm even going about the diagnostics correctly. I put in a new battery yesterday, fyi.

Symptoms:

-It cranks (consistently), but does not catch
-I do here a click when I turn the ignition to the "start" position (so, the ignition switch is good?)
-I don't hear either fuel pump running when the key is in the "on" position

Here's what I have done so far:

-checked and replaced fuse #5 and #7
-jumped both fuse #5 via #7 (both the in tank and main pump come on)
-checked fuel pump relays (I think?) one white, one blue in the driver's side footwell (both click on)
-leads to the alternator and starter are both on correctly
-tried starting the car with the fuses 5 and 7 jumped, but nothing changes

If I'm understanding all these clues correctly, both pumps are good, both relays are good, the ignition switch is working, and the starter motor cranks...so....hmmmm? I'm handy with wrenches, but sort of learn as I go, so I don't know if I'm missing something basic here, or what.

I can also take pictures of wiring, etc. if needed.
