Power steering pump ticking, reservoir overflowing, intermittent loss of power steering 200

A week ago I put in Lucas power steering fluid "stops leaks" The leak stopped.

Today, after the car was not even warmed up, on a left hand turn, I lost power steering.

After this incident, with the engine at idle speed, a ticking sound was coming from the power steering pump, while power steering fluid came out of the top of the reservoir.

Is the problem more likely the pump, or the rack?
