enigne oiling; front suspension 444-544

1. Decided to tear down my engine, on account of--upon removal of the head--discovery of lots of coked lube oil, like stalactites almost. Fairly straightforward, but what is the function of "nipple", part no. 418416, which (if it had a hole in it) would spray lube oil into the meshing timing gears? Mine appears to be a solid block of brass on top of a threaded pipe. Am I missing something?

2. Car has been bent, and someone worked on the right side suspension and welded on the caps that cover the top and bottom of the kingpin. Do I have something to worry about here?
