Power steering pump - tensioner?

90 volvo 740 turbo:

Is there supposed to be a tensioner for the power steering pump and its belt? I sort of remember there being one, but it not seeming to belong. Maybe I removed it because it was damaged or something, or maybe even not attached on one end.

Is there such a thing as power steering pump tensioner?
