VDO Speedometer 200

I recently overhauled my instrument cluster due to the odometer stopping. I replaced the small gear known for failure, all of the bulbs, and installed the temperature compensation board bypass from IPD. Upon further inspection, I noticed that my ITT UAF2115 chip appears to be leaking or maybe even exploded out the side.It looks all burnt and the adjoining board is blackened a little. Could this be the cause that my speedometer is not working or is the part not in the picture at all? I tested the impulse sensor in the differential which tested fine. I removed the sensor and wiped it off and cleaned the connection with some QD Electrical cleaner. Any ideas? I can't seem to find a source to purchase this part to repair it. Is this cost effective or am I better off buying a cluster that does work from another 240 at a respectable Volvo only dismantler for $100? I wanted to install a tachometer anyways, as I will be doing a M47 swap soon. Any ideas on what else to check or where to buy this little chip from?
