no start gear shift stuck in park, Can not get out with shift lock button 200 1993

Car is intermittently getting stuck in park and won't start. In wiggling wires around under the hood, checking the big main fuse by the battery and stomping on the brake pedal a bit it will start again. I do not think it has to do with the brake pedal as husband was standing outside the car now that I think about it after fiddling with wiring and reached in to start and it did. Ideas on what we should be looking for? Is there a relay possibly? Have checked both 7 and 12 fuses and they seem fine.
