Cruise control - only works above 70mph 900

No vacuum leaks anywhere , swapped out pump, switches at steering lever and brake pedal check out ok..
Is there another "control unit" on the inside kick panel ? Maybe a loose connection ? My speedo works normal as far as I know. Pulled codes ODB "B" side - socket #2. 1-2-2, but this could be many things according to the book.
Any thoughts thanks
