Fuel Pump Relay Issues 200 1986

Hello! I recently acquired a 1986 Volvo 244 DL with the B230F engine. It wasn't running when I got it and I have been tearing into everything I can to get this thing going. Since this is my project car, I am not in a huge hurry, but I am seeking the advice of someone who has more than two weeks experience with any Volvo (like myself). So after doing a great deal of reading about this issue, I purchased a new fuel pump relay (I believe it is a Stribel). The previous owner had fuel pump relay issues and decided to by-pass the relay with a manual switch, which does activate the fuel pump (I can hear the buzz of the fuel pump). Nothing wrong with this approach I suppose, but I want to do it right. After replacing the fuel pump relay and removing the switch (the switch was t-spliced into harness near the fuel pump relay), I get nothing. No buzz from the fuel pump, no wet spark plugs. I have already replaced the in-line fuse on the driver's side (near the power steering reservoir) and the fuel filter. I cannot smell gasoline on the vaccuum hose of the fuel pressure regulator, so I am assuming that is good. What else can it be? A wiring issue? I don't know where to go from here. Can someone please help?
