Sealing an old rusty gas tank (Caswell?) 120-130

I posted this seperately from the salvage question because it's a different topic (I'm not sure of the protocol).

I have an old gas tank that seems really rusty on the inside, and has one spot with a couple small holes near (it's not rotten, but it would leak). I got a Caswell kit to seal the inside, but I just realized the tank has baffles throughout, making it impossible to clean the tank the way Caswell recommends (putting in a handful of screws with acetone and loosening the rust). I can't get all the loose material out as well.

What should I do? I'm worried I can't prep the tank the way I should, and that
I won't get even coverage with the Caswell due to the baffles.
