Caught in flood :( 200 1991

Yesterday on the way home I was caught in a small flash flood, about 6 inches of water, Not enough to get in to the cabin of my wifes 1991 204 sedan. but once i was able to get the car moving the engine would not rev up past 3 mph with out slowing back down again. If the car is in nuteral it revs up fine, but once the car is in drive and I try to take off the car starts to sputter and i cant get it past 4 or 5 mph.

I have replaced the dist. cap and roter and I did not see any sparks from the wires.

there is dust from splashing water inside of the hood and on the shock housing (i keep the engine bay very clean)

no dash warning lights have come on at all

the car stayed running during the flood and did not show any problems until I started driving past the flood.
