Power sterring fulid Rack or pump 200

1990 DL (my other Brick)
I noticed that my rack on the right side, which has a newer iner tie rod and tie rod end, is leaking fluid from the boot and running down the rod to the tie rod end. Then I noticed that the boot does have two tears on the top side between the accordian folds.
Are there seals inside that boot? If I just replace the boot will this leaking end or am I looking at something else as in a rebuilt rack?

The second thing I noticed from under the car, is that the power steering pump looks wet with oil underneath just behind the pulley. There is a noticable amount of fulid on the hoses going from the pump to the rack connections.
However, I think I also have a front crank shaft seal that is leaking and so that my be all the blow-by oil from the seal. (I am working towards repalcing the front seals and Timming Belt) But noticed this other fulid while doing ball joints.
Note: I have been experiencing some oddities in the steering control and more while turning sharp to the left.


I'm just not sure how to desifer what is really leaking here and a step to go further.

Any thoughts always helpful.
