Stumbling acceleration when cold on both gasoline and LPG 200 1979

My B21E (with its only electronics just a transistorized ignition) accelerates poorly for about 1 to 2 seconds when accelerating with a cold engine (cooled to 5deg C overnight)after stopping at a corner or light.

Sometimes this hesitation occurs in a series of bursts like: 1/2 second no power then 1/2 second power then 1/2 second no power etc. After a few minutes all is OK. Engine idles OK both cold and hot and starts OK.

Since this occurs with gasoline and LPG (liquid petroleum gas which bypasses the entire Bosch Continuous Injection System), maybe its an ignition or vacuum problem. But I don't understand how a vacuum or ignition fault can last for such a short time and only when cold.
