OK, quick advice (fuel filter) 200 1989

How hard of a job is replacing the fuel filter?... I did it once and remember a few snags, and lots of gas everywhere. Does anyone feel any differently?... How do i know if it's really needed? The Bosch part is cheap enough, but that doesn't mean the job will be easy.
I was told if it hesitates at freeway speeds 55+ mph then, it should be done... Problem is, in NY you never really get going that fast. it's all city driving, stop and go kind of stuff. Does it affect low end power? Any insight would be great.
