Left Brake Light Gremlin 200 1989

I'm sure this type of problem has been discussed here at length,
but I cannot find anything specific.
Very simply...the Left Brake Light does not go on when the Brake Pedal
is pressed, but the Right and Center lights are on. The really bizarre
thing is that I measure 12 Volts at the Left Lens circuit board when the
bulb is NOT plugged in. When it it plugged it, I get a reading and then
it disappears. Could this be a symptom of the Bulb Failure Sensor?
