Alternator Issues 200

First there was a high pitch squeeling noise during start up and lasted for about 2 minutes.
This lasted for a couple of weeks.
Then I started having funny electrical problems. All the dash lights started going on when I slow down to go to a stop.(At this point the squeling had stopped). This happenes for about 3 days. Then the lights were dimming, radio was turning off intermitantly, windshield wipers were slowing down.
The one day I could barely start the car (it wouldn't stay on).
I took the alternator and battery out and had them tested. Battery was low and alternator passed the test at AutoZone.
I recharged the the battery and installed a voltage regulator.
Car starts now but all the dash lights are going on when I slow down to go to a stop, windshield wipers are low.

The car is working now only because i recharged the battery, I think. But I don't think that the alternator is recharging the battery. In fact when I had checked the voltage when it was running it was really low output, close to zero,(which is perplexing cause the alternator passed at Autozone). I have some bushings coming in the mail and am getting some more belts because the ones I have are all chewed up now and look like they are about to snap.

Could the worn bushing themselves cause the alternator not to charge the battery at all? when i open the hood up the pulley is spinning... Only other thing I can think of is possible contact issues with the wiring, but is this a possiblle cause?
