Engine Bay Paint Restoration 140-160

Wanting to repaint part of the engine bay on my 1969 144s before installing the engine. Need to repair surface rust on and below the battery tray.

How is this tray attached to the fender because I'd like to remove it for complete access? Seems loose toward the front where the hold down bolt goes, but is it welded onto the fender along the long edge there? I don't see any spot welds. Is it stitched all along?
