Can't Shift out of Park? 200 1992

My son just called and said he can't shift his vehicle out of park. I explained to him how to release the shift lever by sticking his finger down and pushing the little lever. This worked, however now I have to trouble shoot and fix whatever is wrong.

What should I check and where? Relay, etc.
