m46 difficult to get into second gear 200 1982

first, third, fourth, and reverse engage smoothly. downshifting from third to second is smooth but first to second can sometimes be hard. i just replaced the transmission fluid following the instructions from the haynes manual and didnt resolve the problem. still new at working on cars. does this sound a clutch problem? what should i be looking for?
