vibration when braking Where is it coming from? 900 1993

When I'm braking to slow down from highway speed I get this annoying vibration right around 30 MPH. It seems worse if I'm going down hill such as when I exit a highway onto the ramp.

I just replaced the front pads, rotors, and cleaned up the calipers, but it is still persists. Ball joints are rather new, but I'm not sure what to look at next. Control rod bushings or could it possibly be rear brakes? I don't think I ever replaced the rear rotors. Any ideas what might be the most likely culprit?
