ABS Transient Surge Protector 700 1992

Funny story. I jumped my car from an electric golf cart. For those of you wondering if you should do that in the future, the answer is no. Lesson learned.

In doing so I got the ABS light. Long story short, the transient surge protector keeps blowing fuses. I can't test the transient surge protector as described in the FAQ because that requires the fuse to be working. Is the transient surge protector bad, or did I melt some wires together that are causing a short and blowing the fuse? Does anyone know of an alternative method to test the transient surge protector? Any inkling towards which wires to check first for a short?
