NHTSA crash test results 200

I have been looking at a '79 244DL sedan recently and someone had mentioned it received poor results in the crash tests due to excessive play in the shoulder harness/seatbelt system. The results gave it 1 star rating for both the driver and passenger sides of the front positions, where as from 1985 and newer, they were given the 5 star rating. Would replacing the front belts for both driver and passenger with a newer (i.e., '92 or '93) vehicle resolve most of that issue?
Thanks for any input.
