Why not use old shell for urethane bushings? 200 1982

IPD says to remove the old shell to use the urethane bushings for the small front bushing on the front suspension arm & for the small front bushing on the rear trailing arm.WHy not just drill out the old rubber & use the old shell.Is it really that much tighter ?what is the worst that could happen? My hydraulic press is now scrap iron & if I could bypass using it It would be good.
