Starting Problems 200 1991

I have had this car since October. It has problems starting when the temp. goes below about 40 degrees. It has been to several mechanics and two different Volvo dealerships. New battery, cold temp. sensor replaced, one or two other things I can't remember right now (fuel pressure checked?) and still it takes at least 2-3 attempts to start usually (and 10 or more to start on very cold days, like today). The Volvo dealer said it would take a lot of expensive diagnostics to figure it out and suggested using dry gas every other fill up (which I have done and nothing changed). Since I just spent over 1k to have the transmission lines and a broken kick down plate replaced, I'm looking for a list of what could be wrong from cheapest to most expensive to try to get this fixed as cheaply as possible. Any ideas? Thanks
