need help high emissions 200 1990

This is a continuance from the first post. I hit the send button before I was ready.
The Nox readings are double the limit in Texas.
There are no fault codes stored in the ODB at this time. it is reading 1 1 1.

I need help as how to proceed. The car runs great.
