new main pump + filter hear the pump no start 700 1985

I had hesitation and then it stalled. It would restart later. I change the main fuel pump{did tank pump 3 years ago} I can hear the pump but now it won't start. I jumpe the relay and heard only main pump. Before I change it I could hear the tank pump when it was running. What now? 1985 740T
