Why is the 1989 245 a Clunker? 200

The government released data on the cars that were taken in for the Cash for Clunkers program. Unfortunately a bunch of 700 and 900 series were destroyed. I thought that no 240s would qualify, but I was wrong.

56 1989 240s were destroyed. I checked out the cars.gov website and it turns out that the 1989 wagon with "EGR" is listed as having 18mpg combined, and therefore qualifies. Nothing else qualifies, including the same model without EGR, or newer years with EGR.

EGR is Engine Gas Recirculation. Does this have to do with the diesel engine?
