Turn signal switch seems to not be working to switch from low to high. Turn signals work fine. If I pull back on stalk (towards base)in hard fashion, I am able to get the lights to switch. I do not think this is good enough to pass inspection, though. Also, can't hear a "click".

Question is, do I replace the switch (stalk) or do I look for the headlight relay switch under hood as culprit. Don't have any electical diagnostic tools available. Any suggestions?
