fuel problem 900 1992

my 92 960 wagon loses power and then pics up when i have half full of fuel in the tank this problem starts around this time. when i fill up its ok. I stuck my ear to a piece of hose and put it in the fuel tank and i can here the in tank pump running as my wife pulled out fuse number 30 i could here it stop and start as she put it back in.what could it be.
