1987 245 DL No Crank Intermittant 200 1987

Volvo no-start mystery!?
rather than turning over and over without starting, or not turning over at all, THIS 1987 Volvo 245 DL turns a teeny bit and gives up. What's with this? Been a mechanic for a while, and i have never seen a starter engage and seem to give up in the same instant. The old starter has been replaced with a refurb, a used ignition was installed, ignition wires were checked and tested, BIG grounds and battery posts srubbed shinyshiny... what else should I be doing?? OOh, also, the problem is INTERMITTANT. Yay! Help me?

Can it really be the neutral safety switch? when i mess with it, it does seem to start more often, but that was the case with almost everything we've done!
Why is it soldered in?
