Fuel flow problem 900 1994

My 1994 945T has been off the road for a year due to a blown head gasket. I finally took some time off and replaced it. That all went well and after a bit of a struggle, the engine turned over and idles nicely. Timing is fine.
Problem now is that with any load (movement) the engine starves for fuel and eventually wants to quit. Sitting in the driveway, where the engine is downhill from the tank, all is fine. If I turn the car around and the tank is "below" the engine, again, it wants to stall. I replaced the pressure regulator, checked the the fuel line (after the fuel rail) and it seems to have good pressure. I have NOT checked fuel pressure with a gage(yet). I was considering changing the fuel filter hoping that would cure it. I REALLY hope it is not a weak pump as it involves the tank removal for that replacement.

Anyone have a thought? More troubleshooting ideas?
