IAC on a '90 240: normally open or normally closed? 200

Hi all,

One of the few nagging issues with my '90 240 has been a low idle. TPS is new, throttle body is clean.

In inspecting the Idle Air Control motor, I see that the opening is normally open (i.e. without voltage), but it's only open about 1/8", or about 20-25% of the opening. When voltage is applied, it snaps shut. The edge of the moving part is a little dinged up, as if a previous owner had pried on it.

Is the size the opening adjustable? I see that there's some sort of protected adjustment on the motor body.

A new IAC is very pricey, but I could probably find a used one.
