18 MPG With AC On Versus 23 MPG AC Off 700 1988

1988 740 wagon auto. With AC off driving stop/start local I get about 23 mpg. However when I use AC my MPG drops down to about 18 MPG. Big difference(over 20%). Is this normal ? What are others here getting with your MPG with AC on ? Or is there something wrong with my AC system I should address ? It is/was professionally retrofitted to 134A in 2000 by the previous owner. I had it serviced last year. Only maybe unusual thing I note is that when AC is on car seems to have less power but think perhaps this is normal.
