Windshield wiper arm 200 1984

The passenger side windshield wiper on my 244 sedan doesn't work. It just flops around a bit before it sinks down and is immobile. We've tightened the nut several times and it works for a short while before the flopping begins.

How can we repair this permanently? I'm not mechanically inclined, but I can follow instructions if they are clear.
