'94 940 Turbo - no brake fluid on front wheels 900 1994

Hi all hoping the brickboard can help me out here with brake problem.

My good bud purchased my '94 940 Turbo from me a while back, and has developed an odd problem with the brakes. The pedal goes to the floor without much resistance, and at the very end of travel the brakes grab slightly. They seem to be reduced to about 15-20% of normal.

After some analysis it seems as though the front wheels are not getting much fluid at all, rears are getting some but also somewhat restricted. This happened overnight, i.e. was not a gradual thing. Before then brakes were just fine. New calipers all around.

A local wrench pointed to the ABS regulator/module (i.e. the hydraulic not the electrical).

First thought was master cylinder, but i hear that rarely goes on these cars. And if it was the master cylinder i would think all wheels would be affected equally

The ABS regulator is mucho $$$$$$ so i would hate to see it replaced and not fix the problem.

Any ideas?
