Noisy steering at low speed: not a squeel, but a grind 700 1992

Just replaced Timing Belt and all went well, but now at very low speeds, I gat a skipping or bumping noise and feel when turning.

The Harmonic Balancer did not look bad, but the drive belt probably needed replacement( I felt I would do this another day.)

Could it be slipping and causing the noise?
