cooling fan 700

I just replace the water pump on my '87 740 turbo. It was running fine for about 300 miles, but now I have this whining sound that depends on the engine rpm. It sounds like I am driving with a propeller on!?!? I noticed some kind of clutch (??) on the fan, when i replaced the water pump. The fan is quite hard to turn once the engine is not running. The belt tension seems to be enough too, although i also thought it could be a slipping belt? Is there a kind off clutch for the fan that can be damaged, or i just have to "simply" replace the belt connecting the crank, fan, and water pump?
