1990 volvo 240 no start, stuck @ work! 200

I know it is geting gas and spark. It missed alot when I tryed to start in frigit temps. I sprayed wiredry in the cap and rotor area under as well and sprayed the wires. Removed the sparkplugs and saw gas. Tested for spark and i saw as well a good spark. What else is it? I tryed holding the gas all the way down and still no go, so what next?
