Will the oil leaks stop if I clean the flame trap? 700

I have an oil leak somewhere on my car.

The power steering pump and the top of the engine near the oil cap have a coating of oil.

The flame trap has not been touched since 2000. I am assuming that it's plugged and causing the seals to leak. So here's my question: If I clean the trap, will the seals stop leaking?
