Steering wheel wobble 900

I have a 95 960, and have a wobble in the steering. It is present on the highway, and in particular when I am braking, it is quite pronounced. Not sure if it is the toe in, hub, or rotors.

The rotors are newish, and the tires and wheels were balanced. Not sure what's causing this.
